Public administration Theory and Methods
Through learning this course, graduate students can understand the research methods of public administration and master the basic theory of public administration in order to broaden their horizon and update their ideas to explore the core values and concept of public administration, as well as the successful management experience so as to improve their adaptability to the society with increased problem-solving ability. The content of the course includes the following: the traditional public administration mode; the main frame of public administration and its theoretical basis; the role of government in the view of public administration; the public sector; internal elements of management; external factors of Management; the design, implementation and evaluation of public policy; information resources management and e-government; responsibility and ethics in public administration; entrepreneurial government and the government reengineering.

Organization Theory
By discussing the problems of organization theory and the development of the frontier issues, graduate students are expected to obtain the ability of scientific thinking, scientific innovation, as well as to solve practical problems. The content of the course generally includes the following: goals of organizations, value systems, organizational structure; formal organizations and informal organizations (and their relationships); motivation, communication and process of control for organization members; power, authority and influence; crowd behavior and individual behavior; the strategy and technology of management; system components and their mutual relations; the balance of the organization and the environment; organization's stability and development.  Organization theory refers to the organization's survival and adaptation and development, and it combines administrative science, politics, sociology, anthropology, social psychology, philosophy, economics and other disciplines.

Public Economics
Through the study of public economics, graduate students can understand the subjects of public economics, public goods, public options, public spending, public income, public distribution, public economic policy, public debt, theories and methods used in researches on public economic management, in order to cultivate their ability to be engaged in public administration. On the basis of the traditional analysis of public expenditure issues, the course introduces public options, the government rentals, government procurement, etc. It mainly includes the following components:

• Using the relation of supply and demand theory of economics to analyze the pros and cons of a multi-party system and one-party system; Analyzing the historical progress of separation of powers; From the Angle of man's nature of economic man, the rationality of the allocation of resources and the efficiency principle to analyze the importance of democratic decision-making.
• By means of the public product theory, property rights theory, trust-agent theory which Indicate, under the condition of market economy development, the meaning of the private economic reform state-owned economy.
• iscal and financial authority, tax scale and the scale of infrastructure that concern the general public’s burdens and their right to know.

Research on Administrative Theories
The goal of this course is to enable graduate students to systematically master the knowledge management system, and to help they utilize the basic theories and methods of management so that they can analyze and solve practical problems in management, and the consciousness of participation can be enhanced in management practice. The main content of this course includes the following components: management and management science, the development of management thought, the basic principle of management, the basic method of management, management ethics, organizational culture, decision making, Planning and planning work, strategic planning, Organizational design and staffing, the integration of organizational power, Leadership and leaders, motivation, communication, the principle of control, control method, the innovation of management, and combining with the above content for case study and analysis, classroom discussion, etc.

Public Policy Analysis
Through the study of the course, graduate students can basically master relevant theories and methods of the policy research and policy analysis, so as to enhance graduate students’ understanding of public policy issues and phenomenon, and provide them with sufficient basic knowledge for further study. The main content of this course includes the following modules:

• The basic concept and knowledge of public policy;
• Social values and public policy, which mainly introduces the main value standard related to policy research and analysis.
• The government, market, society, and public policy. By analyzing the advantages and weaknesses of government, market and society in the process of solving social problems, their ideal roles in the process of solving social problems can be made clear.
• Policy system;
• Policy process theory, which introduces the policy agenda establishment, policy making, policy execution and policy evaluation and so on several major phases, and for each stage to introduce related theory, the main task and methods of policy analysis.
